"Soldier, I don't make threats. I make guarantees." — Phillip Graves

Commander Phillip Graves is a character featured in Call of Duty: Modern Warfare II. CEO of Shadow Company, Graves appears as a supporting character, later revealed as the tertiary antagonist.

Biography

On July 15th, 2022, Graves, Ghost, Laswell, Shepherd and Shadow Company take out General Ghorbrani, with a ballistic missile strike in Al Mazrah,

As Ghost, Soap, and Alejandro Vargas search a cartel compound for Hassan, Graves and Shadow Company are supporting them overhead while inside of an AC130 during Hardpoint and Close Air.

In El Sin Nombre, Soap and Alejandro capture Valeria Garza, also known as "El Sin Nombre", and Graves interrogates her to find out the location of the stolen missiles.

In Dark Water, Graves and his Shadow Company accompany Task Force 141 in a mission to find the stolen missiles on an abandoned oil rig in the Gulf of Mexico.

Later, in Alone, Graves betrays TF141 and Los Vaqueros by taking over the Fuerzas Especiales HQ in Las Almas and imprisoning Mexican SF soldiers as well as Alejandro. He then proceeds to interrogate and kill policemen and civilians in the streets of Las Almas in an attempt to find Hassan Zyani as well as Soap and Ghost.

The events of Hindsight reveal that Graves and Shadow Company were hired by Shepherd to covertly transport the 3 stolen ballistic missiles to allies fighting in the Middle East. The convoy was ambushed by Konni PMCs and every Shadow Company contractor was killed. The PMCs recovered a radio and overheard Graves and Shepherd talking about the missiles, which led them to sell the missiles to Zyani for his revenge plan against America. Because the shipment of missiles was illegal, this led Graves and Shepherd to initiate a cover-up to hide their involvement in the missiles being stolen.

In Ghost Team, he attempts to kill Soap and Rodolfo Parra by climbing into a Tank while taunting and throwing insults at the two. Eventually, Soap throws a C4 which lands directly in the cockpit of the tank, which causes a explosion that incinerates Graves.

Trivia Graves appears to be ambidextrous, as he can be seen switching to handle his M4 with his left hand during Alone. His name is noted to by Diego Salgado to be similar to the phrase "fill up graves." In the campaign mission "Ghost Team", when Graves drove a tank and try to kill Soap, he said: "You think this is a fucking game out here?" If you adjust the game to Simplified Chinese subtitles, it would become "你以为自己在玩《使命召唤》吗?"
